Getting a usable image out of an ICO file
An ICO file is a container: it usually holds the same icon at several sizes, from 16 × 16 up to 256 × 256, so Windows and browsers can pick the right one. Most image editors and upload forms can't open it.
Converting picks the largest icon in the file, because that has the most detail, and saves it as a PNG with its transparency intact.
If you need a smaller size afterwards, resize the PNG down. Scaling down from the largest icon looks far better than scaling a 16-pixel icon up.
