What size photo does a US visa need?

2 × 2 inches, square. Digitally that's 600 × 600 pixels minimum (up to 1200 × 1200), in colour, taken in the last six months. The Diversity Visa lottery uses the same size.

There's a 240 KB limit on the upload — how do I meet it?

Resize to 600 × 600 here, then use the compressor set to 200 KB. That lands comfortably under the limit while keeping the photo sharp at this small size.

Can I use a phone photo?

Yes, if it's well lit, front-facing, in front of a plain background, with no glasses or head covering. Crop tight enough that your head fills most of the frame.
