Size and file size are two different checks
Passport uploads carry two separate requirements that people often confuse: the photo's dimensions, and the size of the file. A photo can be exactly 35 × 45 mm and still be rejected for being 900 KB.
Order matters. Set the dimensions first, then compress — because compressing and then resizing re-encodes the image and undoes the saving, leaving you back over the limit.

Why does my passport photo get rejected for file size?
The dimensions and the file size are checked separately. A correctly cropped photo straight from a phone is often several hundred kilobytes, which fails a 50 KB cap until it's compressed.
Does compressing change the dimensions?
No. Compression lowers the quality setting, not the pixel count — so a 413 × 531 photo stays 413 × 531. It only scales down if the target can't be met any other way, and it tells you when that happens.
Will the photo still look acceptable at 50 KB?
Yes, at these dimensions. 50 KB is tight for a full-size photo but generous for one that's only 413 pixels wide.
