A passport photo size is set in millimetres or inches, because it was written for prints. To get pixels, multiply by the resolution: at 300 DPI, which is what print shops and passport offices expect, every 25.4 mm becomes 300 pixels. That's how 35 × 45 mm turns into 413 × 531 pixels.
Online forms sometimes give their own pixel minimum instead, and that number wins. If a portal asks for at least 600 pixels wide, make the photo that size; a larger photo with the same shape is accepted almost everywhere, a smaller one often isn't.
The pixel size and the file size are two separate checks. Get the dimensions right here first, then compress the result if the form also caps it at 50 KB or 100 KB.

What size is a passport photo?

My form also has a file size limit — what then?

Does this crop my head to the right proportion?
It crops to the right shape, but not to official head-height rules. Most authorities want the head to fill roughly 70–80% of the frame — check your photo against their template before submitting.
